Question about "bet pot" in PL/NL games

Alright for example, with $1/$2 blinds, an unlimped "bet pot" is $7. Why is it $7 when there is only $3 currently in the pot? Where does this number come from?

Edit: If you want to test this do it on Full Tilt, but I'm pretty sure I've seen it on other sites.

if u are going to raise you must first call the $2 blind. your call makes for $5 in the pot. you are raising, the amount of the pot which is now $5. so your $2 call plus $5 raise = $7

also if you are expecting a 'raise pot' to be $3 instead of $5 since thats whats in the pot with the blinds, well $3 is not even a minimum raise of the $2 blind so that not a legal betsize anyway

because you have to include your "call" of the original bet (in your example the 2 dollar blind) in the size of the pot before you raise. Thus in your example 1/2 NL game. An UTG player opening for a pot raise would make it 7 to play (2+a raise of the 5 now in the middle)
