raise flop, or make a real raise on the turn.

You need to raise for value at some point before the river. As played I think this is a fold.

fold preflop

as played I would raise flop to $24 and proceed from there

Raise flop 2-2.5x right here, 2/3rd psb on turn. And then if and when you reach the river, it wasnt for a flush draw and you would then be able to call here. As played we have no clue because you let him draw so cheap, fold it.
