You just need to move up where they respect your raises. In the 10/20 games no one would ever get it all in with 99 on this board! We can just play hu 10/20 if you prefer..

You know, that min 3-bet crap looks like exactly what you have. If you don't want to fold then shove. Although against a guy who my only read is that he's 3-betting some stupid hands, I'd snap call the shove after checking raising with 99.

You got played.

once he raised the flop, he's committed to call with any pair.. I probably call with AK as well

No, what is his range when he pushes? I think his range has you drawing to at most 6 outs.
