Default Flop raise sizing w/ set?

Villain is 19/15/oo over 135 hands..seems like ur avg tAG. I went to make my raise 3.5x his bet, was this too much? The reason i ask is because, when we miss on a dry board against this villain (assume its HU), are we C/R-ing this big also?

35.5 looks fine, as is leading and 3-betting.
