The ball is allowed to touch the ground if he never loses control of it. You can have your hands under the ball and still have it touch at that point. But that moment where it touched the ground and he bobbled it means the ball is dead at that point, and he can't make an attempt to recover. The whole bottom half of the ball touched the ground.

my brother said he saw it touch. i haven't watched it in replay, but i really really don't remember seeing it touch, it was blocked by his body. IMO, it likely touched but you can't prove it from those replays. It was probably a good overturn in reality, but by the replay standards of the NFL i think it was far from indisputable evidence.

It was bad luck, it was tipped and a different redskin came down with it. It wasn't a terrible play to throw it.

Did you watch that link rafiki posted? At some point, that is more than luck. I don't think that int was all bad luck, TO should've done better and Romo's decision to throw it may not have been optimal
