User "Indiana" was unbanned?

Wasn't he banned for posting in OOT while exiled?

He's fairly annoying and posts lots of bad strategy, though not bad enough to get him banned in STT. Though I thought he was gonna be gone after the OOT incident... but he's back?

There's nothing at all in his notes box.

edit: of course mat's word is final but I just would have liked to see a note about it in usernotes
