Playing Blinds - Harrington

I previously posted this question in the Harrington vol. 1 study group thread, but did not get an answer.

Where in Harrington's books does he discuss how to play the blinds in various situations? All I see is his discussion (p. 187, vol. 1) on how to play the blinds when everyone folded besides the SB and BB.
