Think I got hacked...please help?

Leeching off your neighbors wifi for more than just a quick internet search or to check email isn't a good idea. Illegal in many states, often very risky (security wise) and basically you are just stealing some one else's bandwidth. The fact that they are too dumb to lock down their wireless connections is a whole other story. Forgetting any ethical reasoning, pay for your own internet connection for your protection. That all being said, I very seriously doubt using someone else's wifi at your house is the root of the problem.

Like others have said, it sounds like you might have somehow entered your PayPal and/or ING account login details into a phishing site. I seriously doubt that your actual computer was hacked though, that remains a very unlikely possibility.
