Suggestion to eliminate spam and improve the quality of 2+2

This is stupid IMO and will dramatically reduce traffic and render some of the better communities completely boring (OOT, BBV4L, etc) without the occasional random whackjob stopping by.

If this is done, I think you should absolutely grandfather in existing accounts.
