Re-read my previous post, I am using a 6 out model in the reply, the determination does not figure out if there is 6 outs to a win, I am only showing 6 outs to improve to an 8 over two draws. I'm using the 6 out figure because I am discounting outs since we don't know if even A238 can beat the villain, the real question is how many outs does the hero have, therefore we can determine the correct odds to draw.

A28 doesn't have six outs to an 8 badugi.

If I didn't make it clear I am using 6 outs to show the model, not the actual number of outs (at work, rushed replies - I only have 6 outs memorized). Of course the actual number of outs to make an 8 high badugi when the hero holds A28x is 5 (3,4,5,6,7), but as I previously mentioned the unknown variable is if we need to discount any of these outs, and if the hero has the implied odds to draw again if he/she misses after the second round.
