Default IP Address Question

I was hoping someone here could answer this for me... Say someone has their IP address banned from a site or something. If said person buys a new computer but is logging on from the same location as before, will the IP address be the same or different?

but user could úse a proxy, change his isp or change from static to dynamic ip (if isp supports)

just goto google, and type in "new ip from isp" there should be 800000000 instructions. Its 3 commands from the command prompt. i forget them but one is flushdns and one is release.
