Why? Are you assuming that preflop he would reraise with AA or KK? What about JJ?

he's probably prtecting his hand. i actually thought this was NL200. As its NL100, this is a lot closer. You have to repop more preflop, make it $11 pls. only JJ beats u here because AA/KK HAVE to 4-bet it preflop unless they are some kinda card dodging genius.
