Default Raise or fold situation?

I saw this hand waiting for a game. Was an average 30/60 limit full ring online game. Hijack raises, CO Re-raises, button calls. Blinds fold. Hijack calls. 3 players. (no reads, these are unknowns.)
Button wins with a straight holding Q10s. Pre-flop Is this not a raise or fold situation for the button, leaning more towards fold?

I would suggest calling over raising, but I'd fold in this spot most of the time without any more information.

One may argue that if you were to play the pot (I wouldn't) then re-raising is better to potentially eliminate the original raiser .
