Short answer: it depends. Against some opponents top pair is the nuts, against others it's worthless. Try to get a feel for who you're playing against. In this hand when you get raised on the flop think about what range of hands he's doing that with (hopefully based on what you've observed of his play), and how your hand fares against that range. On the turn when you check and he bet's strong try to narrow that range down again. See how you fare against said range and proceed.
