he definitely doesn't HAVE to have a set 100% or even 80% of the time.
look at the stacks... if you have 88 or 33 here would you just SHOVE? obv raise... but 11.5 x the bet you're facing? imo... this shove is a donk bet WHATEVER HAND HE IS HOLDING. if he has a set... it's bad. fl draw - bad. ak - bad. it's sick that this hand has to be vs a guy with more than 100 x bb.. but i call.
