I mean, I guess if you hate hot weather it is, but wasn't Vegas voted like one of the 10 best places in the country to raise a family a few years ago? When you get away from the Strip, it's actually a pretty conservative middle-class city.

IMO CA (LA or Bay Area) > Vegas > AC > CT farmland > Mississippi.

Ummmm a single male doesn't need to make 100k/yr to live in L.A. I don't know if OP is single or whatnot though. I mean if you're drinkin Dom P and eating at Mr. Chow's everyday and need a luxury vehicle then yeah I suppose you would have to make that much.

If you have a family of course it goes up, but if your wife isn't bringing in any income then yeah it would be tough to take care of her and raise kids. Even though L.A. is a high cost of living there are worse places.

This is OP. Well, I have a job offer at casinos in Vegas and Tunica...I'm not single, and I'm about to start a family..of those 2 placs, which is recommended?

I suppose that is really personality dependent... I can not imagine anyone thinking Tunica would be a great place to live. It is a little crappy town of like 2000 people in a not-very-attractive part of a not-very-attractive state, but that's my personal opinion. You should definitely explore it for a weekend before you make your choice.
