if you think he's got a weak hand on the turn, why don't you just raise there - it's not unbelievable that you semibluffed the flop or are value raising a K

but would you rather fold the river or shove the river cause imo opinion they dont fold the turn like at all. i raise pf bet flop on scary board then he donks small?!?! it looks like he wants a cheap river then he bets sooo small on river looks very weak imo.

I don't like preflop. I think overlimping is better, especially if he doesn't like folding. You CAN shove the river but your line isn't very believable, and people usually call when they are confused, which he probably will be if you shove. ON the other hand, donks don't really think logically so that might not matter at all.

You know you are allowed to fold the turn with 9 high, even if it feels unmanly against his insultingly tiny bet?

fold PF. Def fold turn. I'm not to sure what to make of these weakass villain bets (that turn is so awkward on both of your parts), but as played fold river.
