I am not surprised they didnt catch him earlier where I play (germany as well), they never count the cards. they spread them at the beginning and count when play stops for the day, which is about 6 hours later. they dont change deck either, unless a player insists on it. oh, one day, the flop was dealt Ac 9d 7h turn fell Ac, that was about 2 hours into play.
