I can imagine the conversation went something like this.

"But is it indisputable, because it has to be."
"Well I would say he got it in but since we have to ask it's probably not indisputable."
And more convincing themselves they don't have enough evidence not to overturn it. It's probably easier to cover their asses that way too.
