Default River shove correct here?

Villain is 15.5/18 over 670 hands
Rarely folds to cbets w/out a fight and has bet into the original raiser many times.

I've played lots of hands w/ this villain and know he likes to bet out draws most of the time. I have seen him slowplay many sets however the turn bet, call just confirms that he was up to his normal drawing and I had to shove the missed river.

I don't [censored] with these kinds of people without a draw or a piece of the board, and when I have it I push them around hard. Most are dumb, and assume that you are just playing back at you, and it isn't worth getting in a raising war with whiffed overs, because when he shows up with a set you are [censored]. Get it in with a straight draw, or a flush draw, and you at least have outs.

hmm i don't know how often a set wouldn't commit on the turn...
