I think a lot of people start out with these tester raises in 3-bet pots early in HU sessions, assuming that you're 3 betting lightly or can't felt a lot of your range on this flop. For these reasons and metagame, I'd shove. Independent of all that, it's close; but with metagame implications being considered, I think shoving is best.
