AK odd turn bet

What is going on here? No hud stats, button is loose obviously. Preflop I'm thinking small pairs, broadway, maybe suited Ace hands. Possibly something bigger or suited connector hands. Flop looks okay, as long as not raised here so I cbet. Turn is blank, no way it changes anything. I'm called on flop so I decide to c/f. Now he bets 1/4th of the pot? This looks incredibly weak, I wanted to push but didn't think could get called without being beat. I did intend to fold to a bet of significance but this reeks weakness. Only problem with call here is I don't know what to do on river, hoping to go c/c obv.

So, what to do? I believe my hand is good here a reasonably good percentage of time after his small bet. Didn't feel it was a great spot to double barrell. Pushing turn semes like spew. Fold is still plausible after my check but again think have best hand so if I am correct should I push or call?
