Is bottom pair+OESD strong enough to play as I did. I basically wanted to make a 9 with weak kicker fold.

If you are going to raise the flop, raise it more. You aren't going to be charging draws nearly enough with an almost minraise. I'd prefer just calling the flop, chceking behind on the turn, and value betting the river.
