Email about scholarship

Is this standard in any way? I could not believe this email when I read it, I was shocked.

Hi,

As of today, we still have not received your thank you for you scholarship you received in the College of Engineering. Your money has been placed on hold and will not be disbursed into your student account until we receive a thank you. You can send your original signed thank you letter to me in 101 XXXXX Bldg. by Monday, November 26th.
