But I agree, dump this hand before you get hurt... you don't want draws to the second nuts. Of course, now that's two votes from guys who are bad at Omaha. For a guy who's bad at poker tho, you've got an awful lot to say about stud, and your posts on Razz are better than 90% of the other ones I've seen.

There are no implied odds here, as OP stated that this is a $20 cap table and so the betting is over if he calls the raise.
Whether OP has odds to call here depends on what the opponent's range is. I'd probably call.
