As long as the runner is making forward progress (not going backwards because of the defense), the ref lets the play continue. Basically.

Fitzgerald went left and most of the 49ers followed him. Bryant Johnson was all by himself to the right covered by Donald Strickland and Johnson seemed to catch it but Strickland knocked it out of his hands.

ARI with awful clock management doesn't spike on 1st and 10, then passes to the 1 with 6 seconds left, Timeout, one quick pass to Johnson looked like a sure TD but was broken up by DB who knocked it out of his hands. 2 seconds left AZ kicks tying FG.
