If you have a death wish in addition to being a bank robber you are destined for a short career. Yes, I think vigilante activism would increase in AC world.

Vigilante activism translates into more violence, right?
If you catch me robbing a bank, you'll just pass me over to a lynch mob, or kill me. So, I'll have no choice but become extremely good at violence, if I am to have a chance at violent criminal enterprise. But, surely, you have then a death wish of your own, trying to stop a violent criminal extremely good at violence just for a sence of civic pride and nothing but a bit of prestige in the community to reward your efforts. And that reward only until you go vigilante on a local village idiot because catching and killing violent criminals really got on your nerves. I won't have to be very afraid of you, because there won't be a lot of you vigilantes left after a while. You'll be killed, or lynched, or run out of town yourselves.
