Default Rule on action after a shortstack goes all in

What is the proper rule for the action after a shortstack goes allin and his allin doesn't represent a raise?

2 examples:

1. Blinds at 1000/2000, there is a raise to 4000, shortstack goes allin for 6500. Can anyone else reraise?

2. Blinds at 1000/2000. A shortstack goes allin for 3500. Can anyone reraise to isolate him?

1. In your example yes because he has more than minimum raised. However if he had say 5500 chips all in then players who haven't acted yet can raise. If nobody does then the original raiser can only call.

Yeah, I screwed up the first example...but if I get it right, then (in the case of 5500) someone else CAN reraise, but the original raiser can not. Is that correct?

In the second example, what is the min reraise after him :
the 1500 or the BB (2000)

If someone else reraises then the original raiser can reraise again. But only if someone else reraises.

The minimum reraise is the BB so 2000
