Default Against River check-raise

Ok so villian in this hand isn't very good. He runs at 25/16 and isn't that aggressive post. Anything think this is a missed lone club here? Or is this always a small flush from a bad player that was waiting to make sure no more clubs came? FWIW he took about 10 secs to shove. Thoughts?

haaaaate the flop check, and I'd fold river because I think you always see a flush or some random 7
