It's a calling station so of course you have to take him to value town, nothing wrong with the turn IMO. Checking is also a valid line depending on dynamics (e.g. he peels the flop light and will try to take the pot away when you check the turn, etc.)

And these types of players do all kinds of weird illogical stuff so you really can't fold. If you knew he was the type to make "brave" river calls then you could perhaps even make a case for smallraise/fold.
