i think this question is basically the central premise of the new book PNL, which is very well done.... in fairness, others think the book is amazingly comprehensive and that's just one part of it... but i think most agree, it handles pre-flop sizing quite well.

Preflop raises are generally based on multiples of the BB. Postflop bets are generally based on the size of the pot: 1/2 pot, 2/3 pot, 3/4 pot, etc.
