It's villain's first hand at the table and he posted out of position. Can I call here?

I think this is a call. Villain has come to the table short of the maximum buy in, posted OOP and gone all in on his 1st hand. I think your reads suggest someone on tilt. Not a play against a regular opponent but in this instance I call as I feel we are ahead of villains range.

Easy call.
This is +EV as long as he's shoving more than only QQ+.

Math below:
Pot is $15.6 when the action comes to you. You have to put in another $12.75 to win it.
If you call, there will be $28.35 in the pot.
To find the break even point, we simply do:
28.35x - 12.75(1-x) = 0
which becomes: 41.1x = 12.75
~x = .31
Therefore, you need to be at least %31 of the time in order to show profit for this call.

With AKo, if he shoves only QQ,KK,AA then you are only %30.8 against his range.

Assuming he also does this with more than only those three combinations(A safe assumption because he's only half a stack and posted utg), then this is an easy call.
