Default Repairing/repainting small car sratches

I have a number of shallow, small paint scratches in my dark (midnight?) blue Jetta. They aren't bad, but don't look great and I want to cover them up. How do I do this? Can I just buy some paint on eBay (like this ), or is there much more involved to it?

I don't need it to look flawless and professional, as I am driving a 99 Jetta and not a sports or collectors car, but I don't want to make a mess or have it look like an obviously shoddy repair job. I really don't want to spend a ton of money either though.

use a black permanent marker and just fill 'em in. works great.
