No, a 17 pfr absolutely open raises these hands from the CO. Maybe you're thinking full ring? in 6 max these are definitely raises from a 21/17.

nothing out of the ordinary, it wasn't an insta-push, nor did he go to his timebank, so him being a solid multi-tabler, and me playing 10 tables @ the time, I didn't notice much as far as timing tells

Could be 33, any Fd with overs, and you are not in such a bad shape against a straight.
I call here too.
The only hand you absolutely hate to see is 55.

3-betting a big pair here this deep is not the rage for 21/17s. everyone is agraid to "turn their hand into a bluff" etc etc. it will sometimes be AA with the Ac only prob, but thats all i can really think of. most good players will much mediocre overpairs to a raise here with 200bbs behind unless there is activity to warrant a different play, and good players can get rid of two aces here depending o nthe opponent. Aa-TT most likely hand is to call, re eval the turn, and it's not close. i'm not saying that it should be their fav line, i' saying it usually is
