An explosive first step is very different than squatting a big weight. I dunno if the "fast twitch" stuff holds much water but nervous system development is definitely a factor. There are a wide variety of plyometric exercises designed specifically for this.

Speed strength, bands and chains, lift explosively.

Still being really strong helps.

Yeah, powerlifters have some of the best vertical leaps. Of course, there is a ddifference between a big vertical leap and being an explosive leaper, but still.
