Try Patsy's. It's a pretty decent NYC Italian chain. Sinatra loved this stuff. There's a good one on 60th and 3rd, but the famous one (the one that Sinatra went to) was 56th and 8th. They give HUGE portions for family size plates (around $30). I went with 4 people last weekend (2 guys 2 girls), got a family portion salad for $20, and a family style seafood pasta for $30. Relatively cheap.

They have a John's (which is a pizzeria on Bleecker St. that has pretty good pizza) on 44th St. on the West side. I've never actually been to this one, so I don't know if it's worse or better, but the John's on Bleecker is pretty good.

Finally, a little above your range, but Park Avenue Cafe on 63rd and Park still has their Pay Your Age deal after 8:30 PM.
3 course meal for $25 (if you're under 25), can't be beaten.

Via Emilia rocks.
Their price range ought to work for you. Its located at Park & 20th. I'd call to make sure its not closed, since it says "CLOSED" next to the name of the restaurant. FWIW, I was there ~4-5wks ago and it was obviously open. One thing to note, is that they don't take reservations over the phone, so you might have to wait to be seated for a little bit ... but there are plenty of places to grab a drink at in the vicinity while waiting for your table.
