Cliff notes: UMASS study says state should allow the opening up of 3 casinos Palmer (Worcester County), New Bedford and Suffolk Downs. Instead of letting the tribe have the tax advantages of a sovereign land casino. If this gets approved by the state you will see casinos sooner than later.
