Default Top two in blind battle on dangerous board - raise river?

Villain is 24/2, I've been beating up on him a bit raising his limps etc. Raise the river? Also, is my turn check too passive? I definitely would've bet if the board was like QT7 and the turn brought a possible flush, but I was a little weary of him slowplaying a flopped straight as well or the possibility of hearts.

Not sure if that's relevant or not, but it's .36.

ugh. i really want to raise, but looking at the big picture id call.

If i was at the table i would probably make a smallish value raise and end up thinking how stupid it was when he pushes his straight or flush.

i think this is an easy call. i can't imagine two pair (which is really the only thing you're hoping for here) would donk half pot on the flop and just call your raise. qj etc. isn't calling a raise.

Usually with this kind of passive players this is a call-me-bet and they have the goods. I have the evidence, I call these too much. I've been thinking folding these a lot more, so it's nice to hear other opinions also.
