Default Legal article on UIGEA and random quote from Rep. Barton (R-TX)

Two things:

1) Sorry if this has already been posted. I haven't read this legal article on the UIGEA yet:

2) Somewhat unrelated, when asked at a press conference earlier this year about the likelihood of telecom reform legislation being passed, Rep. Joe Barton (R-TX) said, "I am a pretty good poker player. The odds are 2 to 1 that the president is going to sign a bill." (Incidentally, the bill did not pass.) I just thought it's sad that someone who has a clue that there's skill in the game nevertheless voted for the anti-internet gambling legislation when it was before the House.

In Congress, a lot of things don't make sense. People (according to my high school US government teacher) in Congress will trade votes with each other or do other weird things to solicit support for their bills...not to say that this is happening here, but it is one of the things that go on in Congress...
