Ok I've tried looking it up. Can someone explain this do over BS. Is it just up to the ref to randomly call whenever he wants? He doesn't have to throw a flag or anything? Just randomly decides to do a "do-over"?

i thought that there was something in the works to improve the quality of the officiating in the offseason-pay greater salaries and make it a FT job or something to that effect. guess that fell by the wayside...
