Default windows sockets and PostgreSQL

when I boot up my computer and open pokertracker, I get a SQL database error that says something about an unexpected protocol and error while reading from socket.

the only way to fix it is to run a program called winsockxpfix. then I reboot and it works.

however, if I restart the computer then the problem returns until i run winsock again and reboot.

any ideas on what i can do to make the changes that winsockxpfix makes on my computer permanent? they seem to be lost when i restart the computer.

Mostly likely explanation is not that the changes it makes aren't permanent, it's that the virus/spyware causing the failure is still there. Doing a full scan and cleanup with adware/spyware AND virus scanners before you next run winsockxpfix.
