The two times that I had these types of issues it took over 3 weeks when dealing with an institution at a distance. I had the same thing happen at a financial institution where I could go to physically and in those cases it was fixed in 2 days.

Epassporte has to do a lot more then just look at a scanned ID. Also while this may seem very important to you to them it is just one issue out of many and since it is a cost and and not a fee generating issue you can understand why it would not be something they would devote a lot of manpower to. Also you have to factor in that ePassporte must wait for the responses from other parties and that also adds to the delay.
