I'd let it go on the flop against a 23/11/1.4 (without a read that he can be doing this with junk/air). You are generally going to be sa/wb of his flop-raise range, and it's not going to be fun playing the turn and river OOP.

Right, why is the majority thus far waiting until the turn to dump this hand? Are we discussing the merits of the play on the turn seeing as we got this far?

what about just check-calling the flop and calling down non-straight completing turn and rivers?

or, in the alternative, checking the flop and then betting safe turns and rivers if opp checks behind?
