Default simple showdown question

HU pot. Player A bets out. Player B calls. Player A throws his cards in the muck (on purpose, just surrendering his hand). (Edit: this is on the river if that wasn't clear)

Why does player B have to show his cards to get the pot? Is this just to prevent collusion?

Is this the "standard" showdown rule?

It is not standard. Even in those rooms that require him to show it is not clear what they intend to do if he doesn't show.

Good point...what are they gonna do split the pot if you don't show?

I asked because the Carribean Poker Classic is in town and they have side cash games going. I was in a hand like this and the dealer wouldn't push me the pot unless I showed. I considered calling the floor and making a big stink but it wans't worth it.

Also these dealers are all european and I thought MAYBE they have different showdown rules that make no sense on that side of the pond.
