Default 10/20 TPGK faces biggish check-raise instead of CBet?

Villain seems to be a solid 10/20 reg who I have played with only a little bit, and we have never really played a real pot together. I have no idea WTF to do or put him on here. I haven't been at the table for that long, but I've been playing a standard TAG game. On a drawy flop like that it seems like a really weird way to play any hand.

Villain's stats:
22%/16%/3.9/24%
CBets Flop:69% CBets Turn:33%

Full Tilt Poker, $10/$20 NL Hold'em Cash Game, 6 Players
LeggoPoker.com - Hand History Converter

MP: $3,252
CO: $3,216.55
Hero (BTN): $1,970
SB: $2,442.95
BB: $7,550
UTG: $2,265.50

Pre-Flop: Q[img]/images/graemlins/spade.gif[/img] J[img]/images/graemlins/spade.gif[/img] dealt to Hero (BTN)
<font color="red">UTG raises to $70</font>, 2 folds, Hero calls $70, 2 folds

Flop: ($170) 4[img]/images/graemlins/heart.gif[/img] J[img]/images/graemlins/heart.gif[/img] T[img]/images/graemlins/diamond.gif[/img] (2 Players)
UTG checks, <font color="red">Hero bets $135</font>, <font color="red">UTG raises to $440</font>, Hero...?
