i check behind. its such an awkward spot, but hes calling ALMOST every hand in the range youve put him on. that being said, i get aggressive on the turn if i feel theres a good chance hes mucking

I think you have assigned him far too large a preflop range, almost all 23/19s are mucking many many more hands than that preflop. I'd check this flop and fold to any action.
