Default Aces up vs passive villain (NL50)

Villain's TA is something like 1.00 after 35 hands, so I don't know how accurately we can descrive villain as "passive" but this is all the information I have to go on. How do you guys play the turn here? Flop comments welcome, too, but I think it's a standard raise.

Villain's low aggression factor, and his decent sized flop bet into two players despite an A on the board. I don't feel like he's playing a draw this way, but I can't dismiss that as a possibility. I'm thinking he might have AK-A9, A6, 66 or 99. When I'm sitting at the table, I tell myself this is paranoid, weak-tight thinking so I make the aggressive play.

I pushed the turn and he won with 99. Of course my first thought is, "That's just a bad luck cooler right there. Nothing I could have done." But I don't want to be one of those players who blames his poor results on bad luck, so I thought I'd get an unbiased second opinion.

nothing you can do there but shove on turn:/
results dont matter on turn your shove will get called by a lot of hands which you are ahead of

This is pretty standard. You really want to worry about a passive player when they are betting at you. If they are just calling there is no reason to slow down. He will show Ace rag type hand, 78, or a flush draw much more than he will show a set there, because his range is wide being that he had decent odds preflop to play.
