I always thought this was a joke that was exagerated by the media until I was going through chicago and there was some working yelling at some ladies during thier lunch time. It was very bizar.

I assume it's less 'cause they think the girl will notice, and more like some sort of "I saw the hot chick" first statement for their friends or something.
Either that or they're really, really dumb. |
