Default stars deck

is the deck shuffled completely before the hand? inother words are the turn and river set once the players are dealt cards?

or is the action used as an input for shuffling of remaining cards?

someone told me that the deck wasnt set in stone for the whole hand. in other words the amount of time u take to act is an input for the random number generator for remaining cards.

and id just feel so much better if that wasnt the case.
