Default 50NL 99 against clueless shorty

Villain is your standard splashy shortstacker. His donk bet makes me want to throw chair.

BB ($70.90)
UTG ($12.15)
Hero ($61.75)
SB ($10.45)

Preflop: Hero is Button with 9[img]/images/graemlins/diamond.gif[/img], 9[img]/images/graemlins/club.gif[/img].
<font color="#666666">1 fold</font>, <font color="#CC3333">Hero raises to $2</font>, SB calls $1.75, <font color="#666666">1 fold</font>.

look at his stack. The pot is 5$ and he has 7 behind, what raise could we possibly make
If he had 20$ I'd raise, here I generally just fold and hate it

Nothing pisses me off more than this, and I still haven't figured out a way to play it.
